Dr. Ahishakiye is a Data Science and Artificial Intelligence expert dedicated to advancing national and international development through technology and evidence-based solutions.

Emmanuel is a Lecturer at Kyambogo University and Postdoctoral Research Fellow at Makerere University, where he has led impactful projects in AI-powered disease detection, agricultural forecasting, and digital public health. He leverages technology, knowledge, data, and innovation to raise awareness of development priorities and contribute to sustainable progress. He holds dual PhDs: one in Information Technology (Artificial Intelligence & Data Science) from Jomo Kenyatta University of Agriculture and Technology, and another in Medical Image Processing from Mbarara University of Science and Technology, developed in collaboration with Delft University of Technology in the Netherlands. In addition, he earned an MSc in Computational Intelligence from the University of Nairobi and a First-Class BSc in Information Technology and Computing from Kyambogo University.
